What forbids RBI from maintaining a portal for RBI retirees!

Why RBI does not maintain a portal for her retirees!
The reasons to us do not seem to be either falling value of rupee or liquidity crisis or slow rate of growth or rising rate of inflation!
Then what are the reasons that hold RBI from maintaining a web portal for its retirees .
We feel the retirees do need a reply to the letter written to the Governor by the forum (AIRBIOPF), reproduced below.

Hon’ble Sir,
 Non-receipt of circulars/instructions pertaining to retirees.

As you are aware this forum is constituted by the Associations of OERS retirees all over India, and we represent about 4500 retirees who retired under the OERS. However, in spite of us being the only representatives of the OERS retirees, we find that none of the communications/circulars/ instructions concerning the retirees are forwarded/supplied to us despite various request to local offices by our constituent associations and by the forum.
Moreover, despite being in the digital age of information, RBI -THE CENTRAL BANK of the country – has failed to introduce any portal for the retirees till date. Even State Governments, whose capacity to repay ways and means advances from RBI is doubtful, have introduced such portals long back.
If one happens to search Google, one finds that many government departments/ ministries have web portals fully dedicated to their retirees.
In this connection attention is invited to GOI portal http://pensionersportal.gov.in/ where each and every instruction/circular is prominently displayed and downloadable. We, therefore, request you to start without further delay a web portal on the lines of GOI with all the instructions/ procedures that concern the RBI retirees, available on the web site.
Moreover, as per the GOI practice all the important circulars are endorsed to all the associations of the retirees. Accordingly, you are requested to note to endorse all future circulars to us at the address mentioned above or email the same to our forum at forum@airbiopf.org.
We hope that the bank will not confine itself to the issue of important instructions only to the visiting Associations at Central office.
We  hope your good self will not impose upon us the  RTI act in the matter.
Please get the above suggestions examined, and request your good self to take a favorable decision.

    Dear Sir, You have put a justified demand to the governor. It is expected that in future all circulars/ instructions/decisions pertaining to retires will be communicated to all Associations/unions (whether it is Bank’s recognized or not) or RBI portal for retires like Central/State Governments.
